Board of Trustees
May 19, 2014
The meeting was called to order at 7:02PM with the Pledge
of Allegiance.
Present were: Lynne
Ridgeway, President; Valerie Smith, Vice President; Keith Canfield, Treasurer
David Padilla, Trustee; Joe Egan, Trustee; John Georghiou, Director; Donna
Ebanks, Secretary.
Will Farrell arrived late and Karen Adamson is excused.
Public Comment:
None
Discussion of Possible New Building Site:
Lynne reviewed correspondence she received
from Bud Going regarding his inspection of the subject property.
This correspondence is not Mr. Goings final report, which he
expects to have by the end of the week.
Will Farrell arrived at 7:08PM
Lynne noted per the Library’s real
estate attorney, removal of the above ground oil tanks is part and parcel of the
removal of the trailer as stated in the contract.

Motion to contract William L. Going & Associates, Inc. to perform the
analysis of dirt and grease on the floor of the possible new building site, at
the cost of $250, was made by Valerie Smith and seconded by Joe Egan; all others
were in favor.
Proposal for
Architectural/Library Design Services:
Discussion ensued regarding the
proposal from Butler Rowland Mays Architects, LLP.
Page 2 of the proposal for Preliminary Site Evaluation Services lists a
three-part breakdown of the fee structure.
Board members requested clarification as to whether the total cost of
services is expected in one payment or, will each individual estimate be paid
for upon its completion. Lynne
stated that she would call the architect for this information.

Motion to authorize Lynne Ridgeway to engage the services of
Andrew Fetherston, PE, of Maser Consulting in Newburgh NY, to perform the
asbestos testing and an estimate for remediation if necessary for an amount not
to exceed $1000 was made by Valerie Smith and seconded by Keith Canfield; all
others were in favor.

Motion to authorize Lynne Ridgeway to hire Andrew Fetherston, PE,
of Maser Consulting in Newburgh NY to assist in preparation of the SEQR EAF at a
cost not to exceed $2000, was made by Valerie Smith and seconded by Keith
Canfield; all others were in favor.

Motion the Board accept the proposal from Butler Rowland Mays Architects,
LLP dated May 19, 2014 for architectural services proposal and preliminary site
evaluation services was made by Valerie Smith and seconded by Keith Canfield;
all others were in favor.
Additional discussion determined Valerie would contact Dr.
Katherine Beinkafner to gather water samples and Will will get someone to
examine the property to determine the location of the septic system.
There is no survey on record for the property; a survey
will be necessary should the Library decide to purchase the site.
Will stated he would contact Brooks & Brooks, PC Surveying, Planning,
GIS about doing a survey to determine the property line. The Library’s
attorney estimated that the cost of a survey would be approximately $2500.
Additionally, Lynne discussed with the Library’s attorney title insurance,
which he estimated would cost $1000. The
Board also discussed the need to perform water testing at the site.

Motion to authorize up to $1000 for a title search and title
insurance was made by Joe Egan and seconded by Valerie Smith; all others were in
favor.

Motion to authorize an amount not to exceed $2500 for cost of a survey of
the property was made by Will Farrell and seconded by David Padilla; all others
were in favor.

Motion to hire Dr. Katherine Beinkafner to perform well capacity and
water quality tests for a fee of $1500 was made by Valerie Smith and seconded by
Keith Canfield; all others were in favor.
Discussion determined Library Director John Georghiou would
be the spokesperson for the Library’s presentation before the Town Board on
May 21, 2014 at 7PM.
